CEC publication ethics

Cuadernos de Economía Crítica (CEC) is a social science journal, focused on economics, with bi annual frequency, published by the Sociedad de Economia Critica (SEC) settled on Argentina and Uruguay.

As already stated in Article 1 from Publication Norms, the journal is open to contributions without theoretical, methodological or subject restrictions. Each contribution is subject to a peer-review process.

CEC is an academic journal, structured with international quality standards, as these ethical statements recognize.

The manuscripts submitted to CEC assumes the acceptation of its ethics code and publication norms. Non-compliance with either will be sufficient to reject the contribution by the Editor Board.

CEC´s main goal is the debate around economic problems faced by the Latin American countries from a multi-disciplinary, critical and rigorous perspective. Nevertheless, contributions aimed to other subjects, either theoretical or empirical, are welcomed.

Consequently, CEC seeks to provide scientific and quality knowledge, based on explicitly stated methods, evidence and arguments, with the widest freedom of expression. We understand that critic, as a well-founded exploration of the scope of phenomena, is the most useful tool to understand reality and transform it. Those who collaborate with CEC, permanently or sporadically, share this intention.

The following principles guide our work:

  • Integrity: all parties agree to preserve the edited material from bad practices, specifically, those related to plagiarism. The parties will act in good faith, respecting these principles.
  • Equal treatment: all collaborations must meet the standards of the Publication Norms, and will be treated with equal dedication.
    • Transparency: the editorial procedure will always be clear and open, according to the steps indicated in the norms. The parties will seek to maintain the best possible communication with each other, in all cases.
    • Contribute to the knowledge of societies: the ultimate objective of a scientific publication is to contribute to a more complete knowledge of reality. To this task is that CEC aims to contribute, in its specific field of interest. Contributions to the journal share this goal.
    • Open access: the scientific knowledge we possess as societies is the result of infinite contributions accumulated over time, which have given humanity better tools for a decent life. Free access to knowledge is a fundamental value for CEC.

The preceding principles constitute the general orientation in ethical terms. The following recommendations are not exhaustive for the parties.


Editorial board

The Editorial Board must ensure compliance with all parts of this code of ethics and editorial standards. Its members must be known by any contributor or reader.

The Editorial Board has the last word in any conflict that may arise, communicating to all the parties involved the decision (article 19 of Publication Norms). This must be based on the aforementioned principles, avoiding any discretionary treatment.

The decision to accept or reject contributions will be based on criteria of relevance, originality, clarity and relevance for the journal (article 15 of the Publication Norms).

The Editorial Board will be responsible for ensuring that throughout the process there is no discrimination based on nationality, gender, sexual orientation, race, ethnic origin, religious belief or any other reason. The evaluation criteria must be limited exclusively to the scientific quality of the contributions and their relevance to the interests of the journal.

The Editorial Board is committed to guaranteeing confidentiality and integrity in the evaluation process. This is particularly relevant for the anonymity between authors and reviewers.

The selection of external reviewers will be made based on the topic of the contributions. Those which proven experience in the subject and who can carry out a rigorous evaluation of the contents of the manuscripts in question, will be invited.

The Editorial Board receives contributions and fulfills its role during the evaluation process continuously. It will be responsible for gathering timely special issue calls. It is also in charge to comply with the evaluation deadlines, as well as correct communication with the parties.

The Editorial Board has the authority to distribute published contributions by all means available, always acknowledging the corresponding authorship.


Reviewers

External reviewers are contacted by the Editorial Board to carry out the anonymous evaluation of a contribution.

Those who carry out the external evaluation should not know with certainty the authorship of the manuscript to be evaluated, nor will they be known by the authors. This condition is called double blind peer review, and guarantees the confidentiality of the task (articles 2 and 15 of the Publication Norms). If this condition is violated during the evaluation process, the task must be canceled.
In the event that the task cannot be carried out, for whatever reasons, the reviewers will immediately notify the Editorial Board, so that the latter can take measures to guarantee the evaluation. This is especially relevant in the event of any conflict of interest.
If invited reviewers accept this task, they agree to carry out the evaluation rigorously, honestly and critically, expressing their decision in a well-founded manner. They must make a general recommendation, acceptance, review or rejection, explaining their reasons clearly and completely (article 15 of the Publication Norms).

The expected time to communicate acceptance or rejection of the task is one week. If the task is accepted by the reviewer, she must return the recommendation no later than one month from the date the manuscript was delivered. Reviewers agree to meet these deadlines, as well as promptly communicate any unforeseen events that require an extension of these deadlines.

External reviewers will consider compliance with all CEC Publication Norms by the manuscripts they evaluate. They will pay special attention to authors´ own arguments and evidence, and check if those pieces disregard contributions from third parties, avoiding any form of plagiarism.

Authors

CEC is permanently open to contributions for its various sections. Authors who submit their manuscripts to CEC tacitly accept all of its regulations and this code of ethics. Likewise, with the submission itself, they declare that they do not have any conflict of interest in relation to their contribution (article 19 of the Publication Norms).
During the submission, all persons who have been part of the contribution must be entered in the authorship, avoiding incorporating those who have been outside the research or writing of the text.
Those who appear as authors are responsible for the contribution sent, relative to its merits, omissions and opinions. The publication of a contribution by CEC does not mean that the journal, its Editorial Board or the Sociedad de Economia Critica share what is expressed in it.

The work will be rigorous and honest, clearly stating their arguments, methods, and evidence.

The authorship reference will be specified in the contribution during the upload through the CEC Open Journal System. The authorship will only be known by the Editorial Board during the evaluation process, being made public only in case the text is accepted for publication. All the documentary material sent must avoid references that reveal who the authors are (article 8 of the Publication Norms).
The contributions sent must be unpublished, and not being evaluated at the same time by another journal (article 3 of the Publication Norms). If there are previous works that serve as the basis for the elaboration of the text in question, these will be properly referred, without violation of Article 8 of the Publication Norms.

Authors commit themselves to submit manuscripts that are original products of their own work, while acknowledging contributions from third parties through the correct use of references. Contributions include, among others, empirical evidence, be it information or data, theoretical concepts, methodological procedures. Any recognizable contribution from a third party that has not been explicitly indicated by the authors will be considered an unfair and dishonest practice, violating the rights of others by plagiarism. If this problem is found in a text, the authors will be given a single possibility of rectification and amendment. If it does not mediate, the contribution will be considered invalid to be published in CEC.

All references made in the text will be correctly listed at the end of the text, as a bibliography, following the forms required by CEC (article 13 of the Publication Norms). References will be exhaustive and relevant.
The authors will promptly explain any financial or other support they have received to make their contribution.

By submitting a contribution, authors are accepting that the manuscript will follow the entire evaluation process as explained in the Publication Norms (articles 15, 16 and 17). That means that the material will be evaluated both by the Editorial Board and by anonymous peers, who will offer informed opinions. The authors must review their manuscript, responding to comments that have been made by the Editorial Board and anonymous referees, and introducing any necessary modifications.

In case the contribution is published, the authors agree to refer to that work from now on with the correct reference, including its possible re-edition in other formats.
